Will this be as fast as connecting the drive to a port on the motherboard? Why? To clarify, is the PCI(e) interface where the card plugs into capable of transmitting the same amount of DATA as the HDD can send (e.g. 6 Gbps for SATAIII). Typically, the answer if you’re using an inline adapter is no.

Its very simple to choose hard drives which is better there is only one thing you need to see for the better performance hard drives i.e RPM generally hard drives will have disk's inside it. This disk will rotate inside. Hard drive speed will totally depends on this spped of disc rotation. So finally the drive with fastest rotation of disk is the fastest one This rotation of disk will be calculated as RPM. So in this terms the drives with highest RPM is the fastest hard drive.

I found this information from system specifications. Open run and then type msinfo32 then it displays all information tou required.

The only way is to connect them as external hard drive using the USB port.
