1. Absolute path is the path you have with respect to the root dircetory whereas relative path is the path you have with respect to your current directory. Relative path is useful when you make your program use resources from directories that branch out from your current directory, otherwise you use absolute path.

2. The most important question to ask if what is the purpose of the website. I'd want to know what the website would be used for and what the traffic on the website will be like. If the website will serve purely as a brochure for the company or if there will be any other features on the website. How important is website optimization as compared to the aesthetics of the website, and what kind of a general layout they'd prefer.

3. CSS3 promises faster scripting and faster development. Having a seperate style-sheet, it makes it extremely easy and provides efficiency while designing or updating. CSS3 has a wide range of colour transitions and gradients available which can be used extensively while designing parts of the website like forms.
