When the Federal Government offers the Postal services to the citizens of the Nation, it is with the view of developing a robust communication and delivery system that could in turn help in supporting the social infrastructure of the State. In this regard, the Postal Services have played an important part in the past however, with the advent of internet and electronic media of communication, the reliance upon the Postal system, be it on the general mail delivery or upon the first-class delivery mail system, has gradually decreased. On the other side, in spite of the lesser volumes of first class mail, the carriers have to continue delivering the mails though with lesser volumes, to the destined places, resulting to the rise in the cost of delivery of the same. Moreover, its primary existence has now been only because of funding of retirement benefits. So as long as the Social security plan is in place, the US postal services will continue to run and if it does, even the rise in the price of first-class stamp may not be able to make much of difference in its sorry state of affairs however, it shall only help in covering part of its expenses. But applying a uniform delivered pricing for the first-class mail may perhaps add some more woes to the Department that is already running losses and hence it may not be the best choice for first-class mail.
