Explanation / Answer

TQM (Total Quality Management) term describes the attitude, culture, and organization of any association or company; that attempts to offer consumers with services and products which serve their needs. This culture demands a certain amount of quality in all the phases of the operations. Processes get done properly for the first time, combined with processes of eradicating defects from operations.

TQM is a people-focused management system that aims to continue increases in customer satisfaction at continually lower real cost. TQM system approach and an integral part of a high level strategy, it works horizontally across functions and departments, involves all employees, top to bottom and extends backwards and forward to include the sully chain and the customer chain. TQ stresses learning and adaption to continual change as keys to organization success.

As experienced by self, being attendant to my cousin for 12 days at SKIMS, Soura, I have closely seen the importance of TQM in health care. The process of managing the patient care with steps like Planning, Organising, Staffing, Directing, Coordinating and Controlling are the important aspects of Total Quality Management. It is because of this reason that healthcare industry is focussing these days more on TQM in order to remain competitive in this dynamic business environment.

Planning

Planning clearly defines what the quality management system is supposed to achieve.Implementing a strategic planning process in a company's Total Quality Management approach requires the organization to analyze and evaluate the needs of customers to determine the best approach to meet their needs.Quality planning is the task of determining what factors are important to a project and figuring out how to meet those factors.

Organising

Organising means preparing and organizing people and resources in such a manner that they could work according to the philosophies and practices of TQM.Organizing is the function of management which follows planning. It is a function in which the synchronization and combination of human, physical and financial resources take place. All the three resources are important to get results. Therefore, organizational function helps in achievement of results which in fact is important for the functioning of a concern. Organizing is a function by which the concern is able to define the role positions, the jobs related and the coordination between authority and responsibility. Hence, a manager always has to organize in order to get results.This process involves determining what work is needed to accomplish the goal, assigning those tasks to individuals, and arranging those individuals in a decisionmaking framework.

Staffing

Effective staff management is essential to ensuring your workplace runs smoothly and efficiently, and that the right employees are in the right positions. Employees who are well-managed and receive continuing training and evaluation are better prepared to do their jobs and to serve your customers. Directing is what has to be done and in what manner through dictating the procedures and policies for accomplishing performance standards”. Therefore, it is rightly said that direction is the essence of the management process.The employees are appointed up to the first three functions of management (planning, organising and staffing). But they cannot commence their job until they are not informed about what to do and how to do the manager performs this job through direction. Thus, it is evident that it is the direction which initiates action in an organisation.The activities of all are co-related. The success of an organisation is possible only when everybody does their job efficiently. If anyone of employees in the employees- chain does not perform up to the mark, it adversely affects the performance of the remaining employees.The work of motivating employees can be accomplished through the Directing function of management.Managers through the medium of Direction shapes the mindset of the employees in a manner that they willfully accept changes.Sometimes there is a clash between individual and organisational objective. Directing helps to settle down these clashes and creates a balance in the organisation.

Coordinating

Coordination affects all the functions of management, viz., Planning, Organizing, Staffing, etc, If there is good Co-ordination then the combined group achievement will be greater than the total of the individual achievement. It encourages team spirit, It gives proper direction, It facilitates motivation, It makes optimum utilization of resources, It helps to achieve objectives quickly, etc.

Co-ordination is an orderly arrangement of efforts to provide unity of action in the fulfilment of common objective whereas co-operation denotes collective efforts of persons working in an enterprise voluntarily for the achievement of a particular purpose. It is the willingness of individuals to help each other. Co-ordination is an effort to integrate effectively energies of different groups whereas co-operation is the sort to achieve general objectives of the business.

Control can focus on events before, during or after a process.Organizations attempt to improve the likelihood that employees will perform up to standards by identifying the necessary skills and using tests and other screening devices to hire people who have those skills.

So by using TQM in the healthcare industry through the application of managerial functions will result in a sustainable business environment having low defection rate in facilitating effective patient care. The sector being critical to human lives needs an application of effective TQM in their operations than those of other sectors. Its application can help the healthcare facility in achieving satisfaction on both ends - employees’ satisfaction and customer satisfaction. Quality management in healthcare is of critical importance to the healthcare industry and the patient. Everyone in the loop -from physicians to practitioners to support staff -needs to be aware of the importance of quality management in healthcare. The improvement is achieved using various methods, both qualitative and quantitative. Healthcare delivery is becoming more complex with the passing of time, and there is a requirement for new and enhanced methods that will reduce costs and provide access to new technologies.By adopting innovative method and also by proper planning, quality of healthcare services can be improved to a great extent. By doing so, customer (patients) satisfaction can be improved and also doctors will save their precious time which can be utilized for higher professional growth.
