The most important quality in a project manager is the ability to get the right thing delivered at the right time to meet the desired goals.
A project manager in any business area requires a certain level of functional knowledge of the area (for HR, understanding the hiring, training, promotion and firing processes as examples).
How do you deal with client employees with low motivation or low skills?
I start by asking questions to fully understand the issue(s). Usually there is a reason for low moral or motivation. Maybe they were passed over for a promotion or feel their boss does not appreciate them. For staff with low skills, if they are motivated, they can learn anything. If they are not motivated, they need to be replaced.

Some of the key strategies or the practices adopted by Oracle in the project management could be as below-
