Explanation / Answer

Looking at the above design first step is to identify the opportunity, opportunity space gives all to explore all the opportunities to identify. Based on that we explore the solution space for the opportunities identified and out of all the solutions, we choose the best soution which is very specific to a particular opportunity.

This way if we take examples of too many potholes in USVI roads, there is a huge opportunity for improvements. Based on the identification of the opportunities, you create or figure out different solutions e.g filliup the potholes with RCC, reconstruct the road, Break the road and built new one, diversifty road, limit the heavy vehicle usage on the road etc.

Based on the above space of solutions, you decide to go ahead with a specific solutions. Say for potholes it would be very wise to fill it up so that it becomes again as it was earlier and without any problem. A specific solution is then applied to that specific opportunity.
