Imagine your cousin, Frank, just bought a small hardware store. He wants to install a network that will include 14 PCs, a printer, scanner, fax combination, and a DSL line that are all currently configured as a P2P network. Frank is on a tight budget, so he would like to do the work himself. He has been conducting research and cannot decide if he should install Cat5, Cat6, or fiber. He has asked you to help with his decision.

The short answer to this is ‘before any serious work has been done and before major resources are committed to the project’. Many projects are preceded by a feasibility study, the aim of which is to see whether there is a prima facie case for undertaking the project and a business case is often a major output from such a study.
In addition, IS studies often start with some form of requirements analysis and specification. Where this is the case, the detailed information discovered here may necessitate a reappraisal of the business case, to make sure that the costs and benefits identified in the feasibility study are still realistic.
In fact, the business case should be revisited at each stage of a project, to make sure that the project is still on target to achieve the business benefits for which the project has been initiated.
