Question

Refer to Goldhill’s alternative solution to government-sponsored health care and the classroom lecture. Then, using deontology ONLY, judge whether or not a market-based system that incentivizes people to maintain their health while allowing insurance to return to its proper role as a hedge against catastrophic losses is ethically permissible. Be sure to consider the universalizability and reversibility of the actions in terms of the Practical Imperative.

Explanation / Answer

In any system where providers are more accountable to insurance companies and government agencies than to us, a situation of low quality will arise. It is not the consequences of actions that make anyone right or wrong but the motives of the person who carries out the action.

Individuals would control their own health care cost and therefore benefit directly from reducing waste. In any less-regulated market, one can choose from a wide variety of health plans and providers freely. Consumers must own and control their health care cost by doing so the self-interest of hundreds of millions of Americans will lead them to choose health plans that can reduce wasteful spending.

We should replace our current web of employer and government-based insurance with a single program of catastrophic insurance open to all Americans indeed. One day all Americans should be required to buy it because of fixed premiums based solely on age. By doing so, all Americans would be insured against catastrophic illness, throughout their lives.

People are more clever then any government thinks. So the final decision should be taken by the people themselves.
