Specifically in regards to HR management, in my experience as an organizational leader I can attest to the 'best practice' of planning ahead for changes in your leadership team -- the article refers to it passingly as establishing a "leadership bench." Developing employees to become future leaders in an organization means that leadership vacancies seldom go unfilled for long and helps future-proof the organization as leaders expand their careers inside and outside of the organization. This leads to greater stablization and better productivity, not to mention better morale for the team.

It is very important to plan in advance for the changes in leadership. It is also called as "succession planning". It helps to develop the team to take roles in future. It helps in smooth transition and leadership changes. Most importantly, it increases morale and motivation at work as people feel they have bright future ahead.
