Most of the hospital buildings are at least twenty-five years old, with some in need of refurbishing. Teaching and research facilities are less than optimum and the library collection is lean. Nevertheless, the hospital has established a respectable reputation in the mid-range of teaching hospitals.

The chief operating officer of Carver State University Hospital also serves as the hospital administrator. She is advised by a management committee composed of the following individuals, all well recognized in their fields:

1. Associate Director, Patient Care

2. Assistant Director, Research

3. Assistant Director, Training and Education

The hospital administrator usually determines the use of grants and bequests to the hospital following consultation with individual members of the Senior Advisory Board

Below is how priorities can be established for the stakeholders to distribute grant funds based on their needs-

1. Patient care is the topmost priority for any hospital considering the immediate impact it will have with regards to the goodwill of the hospital. The better the facilities that help in providing quality care, the more will be the number of patients visiting the hospital.

2. The second priority should be to cater to the training needs for the doctors, nurses and hospital staff who directly get involved in patient treatment. It is important that the staff is well trained to handle any patient issues and give them assurance and confidence to withstand the treatment. Hence, the training facilities need to be improved with the help of the funds.

3. Next comes the biomedical research which requires funds on a continuous basis though lesser in amount. It is for the long-term benefit of the hospital as new ways of treatment can be researched and developed to treat the patients at lower costs and less painful ways.
