Assume that your original schedule estimate is correct and that senior management has set the deadline for that duration and is inflexible on this point. The current system testbed has already been produced and is no different, except for the faster processor (using the same instruction set and hardware interfaces). Management has also indicated that programmers which are of average experience with the assembler language are available. Should you tell system engineering to produce the new hardware, or request new programmers leaving the hardware the same?

This below Answer is writing as of my best knowledge.
As given in problem statement deadline is 3 weeks. based on the deadline we have two options.
1. Hiring new programmers
2. Adapting new hardware.

Explanation:
Hiring new programmers and get trained on the project and coming into productive will take time and
giving salaries are also high.

Adapting new hardware of faster process is better to meet the deadline of project and also cost of the hardware may be higher.
But giving product on time to customer will create the good impression and chance to win the next project also.
