here you can have one centralized place for all the four floors where all the cables from
10 Stationary desktops
Printers ( considering 2 in number , one on each floor )
15 workstations
2 laser printers
In total : 29 cables
End - to - end will be laid and terminated at 2 x 24 port( 3 x 12 port ) hubs or for speed enhancement can use switch with as many ports to accomodate all the devices .

Incase , you want to keep it separate ( first two level and top two levels ) , Than create two common rooms , one for first two and second for top two levels . Terminate all the cables to the respective room as per the floor and join both the common rooms through a cable which is called as backbone cable .Yes , this will require less cable but incase anything goes wrong to the backbone cable , first and top two levels get disconnected and will not able to access anything from other floor .
