All the above mentioned non functional requirements are necessary for any system. Let's for example choose the Requirement of the protection of the data while transmission and storage.
Think if it is not there then all the user data, specifically the sensitive one will be available to everyone. If the passwords are not protected, then the system admad might access it and use it according to his own will. This way the integrity of the information is lost and the system fails to perform as users lose the faith in the system. So, only a small failure in the maintenance of system security falls responsible for the failure of the entire system.
The same things discussed above can be held responsible for the CIC hiring system. I can further explain if the system is more elaborately explained.
