2) Congestion: If there is a sudden change in packet loss probability then there is a possibility that at that point in time network is highly congested and which is causing packet loss. Packet loss in this scenario might decrease after a certain period of time. All the other parameters hidden terminal, neighbors wireless network, SNR might not experience such drastic change in such a small time interval.
