The mayor has convened a group of civic-minded citizens to consider his plan for affordable housing in the form of multiple family dwellings and provides a map concerning the proposed location. The town council has already approved the housing. Your civic team gets together to consider what to do. The five (5) person team begins: Ronny: What does the mayor mean by lower income groups anyway? I don't want any unemployed homeless people hanging around my neighborhood! Are we talking subsidized housing? I don't want to pay for someone else's home! Natalie: Well, I think he wants us to look at housing for retail and physical labor workers as these folks just can't find any affordable housing these days around here. Somebody who makes $20,000-$30,000 per year cannot afford the $250,000 homes and up that exist in this community. The steps I would use to effectively lead the discussion are :
1)First it is important to address the problem properly. The town has suddendly seen rise in population mainly because the town Hilton has good quality schools which make employees from other towns come over to Hilton and most of them are from low income category. So it is necessary to provide alternate solutions for them. Housing is the most crucial problem to address and an effective solution must be designed to provide them cheap affordable housing without unnecessary drain on the city's resources.
2) Next once the problem is clear , it is important to get the team onboard and in agreement.I will explain to Ronny that low income groups does not mean bad people who would harass us. They are also humans and have right to live. Hence it is important to provide cheap housing facilities for them. Subsidising the cost would indirectly come from other citizens income but that should not deter us from implementing the solutions.
3) Next I would raise out Natalie's points that she is absolutely correct about the low income groups. The physical labour hardly make $30000 a year and it would be impossible for them to buy houses which are extremely costly. Hence small family dwellings with affordable housing has to be built in the town. The nearest town also is very costly so some alternative has to be provided in the town itself by implementing the Mayor's plan.
4)Once the team agrees to the fact that affordable housing is a right for the low income group and that it should be implemented and the team resonates in agreement. Next step would be to decide on the location as proposed by the Mayor and analyse how to proceed so that houses are affordable for the masses while also making an estimation as to how mnay such houses would be required. It is important to look at the map and discuss on the proposed location and the suitability of that location for house dwellers.
5)Finally several schmes could be devised to help the low income category people such as loan assisstance to people whose income is below threshold limit or subsidised rental favilities to low income people .
