Countries are unlikely to attack the United States in cyberspace because they fear that the United
States will retaliate with cyberattacks against them.

I don't think this statement is true, although the context is right. The other countries won't cyber attack the U.S. or any other country because this decision is not in the welfare of there country, initiating a war is a costly business be it the cyber war. So this is the overall perception that not only the U.S. or any other country no one will attack without any motive, even U.S. doesn't do so.
A cyber attack is basically implicating that one is going to war with the particular country, although these cyber attacks happen from the countries they won't take the credit as a country they blame a group of hackers for this even though if they are working for the government like China does.
