A big concern of database administration is security and determining who is authorized to view and access your private information. Organizations with sensitive data use multiple methods of database security control, including user IDs and passwords, prior to database access. Various government rules and regulations such as Sarbannes-Oxley (SOX) and the Health Insurance Portability and Accountability Act (HIPAA) require database administrators to have strict security procedures in place to protect data from unauthorized users.
The Privacy Act (1974) and the HIPPA Privacy Act (1996) protect an individuals private information from disclosure without the individual's written permission. The HIPPA protects the disclosure of health information https://www.hhs.gov/foia/privacy/index.html.

Database security is a top concern these days as the data falling into the wrong hands could lead to misuse of data.
To protect the data from falling into the wrong hands it has to be protected, and to protect the data its only given to the authorized persons, however this still doesn't guarantees the complete security, to further protect the data the sections of data are made into different blocks and those blocks are provided to the people based upon their credentials.
for example
Suppose there is a database of 1000 students in a school with data ranging from name,address,age,dob, personal number, parents number etc.
Now to protect the data from falling into wrong hands only some sections of the data are available to the user based on their credential.
so here a student may only see other students name,age,dob while an instructor can access mobile number, parents number etc, a staff can only see basic details while the campus director can have access to the entire database.
So here the data is available to user only based on there requirements and needs.
