As two buildings(plants) are 250 feet apart and there is also a line-of-sight between them, Wireless Network Bridge along with the high gain antennas can work.
Wireless Network Bridge helps to set up a connection between two networks. High gain Antennas are used to increase the signal's range. Each plant will comprise its own individual router, through which signals can be picked up inside the building's devices and bridge will be used to maintain the connection between them.

For a clear Line-of- sight and distance upto 300feet, 2.5 GHz signal router can also work. Admin can use a Wireless Network in first building( say building 'A') whose range can be extended using a WiFi range Extender.
WiFi range extender is helpful in providing larger area coverage having low signal. It amplifies the existing WiFi signal. So, for clear line- of - sight it will be possible to send back the signals from second building(say Building 'B') to Building A where WiFi range extender is implemented.
Mostly, Wifi range Extenders are costly than Wireless Network Bridges.
