A strategy may be viewed as a logical plan that outlines the steps necessary to accomplish goals (Part II); a method to gain commitment from employees (Part III); a method to consolidate power, i.e. give more power and resources to those people/groups who already have power and resources (Part IV); and assure the public that the organization is legitimate (Part V).
