There are two successive processes :

Time taken to complete process #1 by cooking a batch of 4 orders = 6.5 + 3 x 0.5 = 8 minutes

Time taken to complete process #2 by bagging and accepting payment for 4 orders = 0.90 / order x 4 = 3.6 minutes

Since time taken at process 1 > time taken at process 2, Process 1 is the bottleneck operation. Capacity of the bottleneck operation decides capacity of the project. Therefore .
