1. A recommended course of action
As the COO of the organization, I would not like to send a wrong message and spread discontent among my employees by putting them through hardship and giving bonus to senior executives.
SO my immediate action would be to hold the bonuses for some time till the issues are taken care of. Also if possible I would stop this information from reaching the employees.

As a leader one has to takes decisions which are not pleasant but intend for a greater good. But it is also important to be empathic towards others. So a person must be strong, confident, objective and empathic to solve such problems.

Even though I have assumed that no one knows about this decision. In case they become aware of this we will have two problems :
