national labore relations board is the board which works for the responsibilities for enforcing US labor law in relation to collective bargaining and unfair labor practices. as they discussed in the problem, the established union was signed for lower wage rates for a given work. it is not acceptable to the majority of the people who are working in the field as workers. hence, they want to raise it in the baord.

the workers must be gathered the official document about wage rates and how the industry rates are. once they collected all the officila documents, they need to file them in the NLRB by citing what is the problem. once they gathered all the information, then they need to approach the right department for fixing appropriate salaries to the workers in the same stream based on average industry salary.
