Problem: How can I read the csv file and write it into dictionary?

I try a lot codes but always got sytnx error...

So I have a file "textToEnglish". Like this:

I need create a dictionary and store first elements as key and second one as value in each row.

And then the user will type the key and will get the value. And the biggest touble for me is how to create the dictionary like that.

So I need help.
