Ofcourse both sentences work good, I personally prefer statement A.

This statement is more focused, and has a good and reasonable scope to describe on in the essay. We can talk about the community policing first. Then, how thoeritically it deters the criminal activities in general. And we can talk about the Greenville history, and the implementation of community policing in Greenville. The date it was implemented in Greenville. And the criminal activities happened before the enforcement of the program and after the enforcement. We can compare the statistics, as a supportive statement. And how good and effective it worked over a period of time. Later we can conclude on some exceptions that need to be discussed.
