State if the idea behind what these article provided is agreed upon:

I thought the article, The Rise and Fall of Radical Service Reform in the U.S. States, was an informative and interesting read. It related well to chapter 2 in the Nigro text. It took a different approach than the text in that it provided research of what the past civil reforms have accomplished. The author then looked to correlate that information and surveyed current HR personnel to try and predict the direction each state was headed toward. He used hypotheses to back up her research and work and even gave more points that future research should look in too.

The other article I enjoyed most was At Will and a New Public Workforce. The research completed on the unclassified and classified employees after the reforms were set for four years was interesting. The classified employees maybe were more truthful in their survey responses as they thought more negatively in the reform changes. The unclassified employees probably sugar-coated their responses a little more in fear of backlash from the organization. I thought it was nice to have survey responses of actual employees and how the changes relate to them rather than theoretical research.

Explanation / Answer

There are many types of research namely Descriptive v/s Analytical,Applied v/s Fundamental, Quantitative v/s Qualitative,Clinical or Diagnostic, Laboratory or Simulation & Conceptual v/s Empirical.

Here in the case mentioned above we are talking about "Conceptual v/s Empirical" research as in the case of article "The Rise and Fall of Radical Service Reforms in the U.S", it is related to theory/reserach about reserach work done on past civil reforms as is the case with "conceptual research" which is used by philosophers and thinkers to develop new concepts or to reinterpret existing ones on the basis of past theory/research.

It can go wrong as we are construing "Hypothesis" on the basis of past reserach and trying to prove that regardless of present situation and even suggesting points for future research.

It might give totally wrong results of the current situation and will ultimately lead to wrong action plan and hence vicious cycle.

It is the case of"Empirical research" which relies on experience(practical) or observation alone ,often without due regard for system and theory and same is reflected in the article "At Will and a New Public Workforce."

In this(At Will and New Public Workforce) observation was taken from classified as well as unclassified employees regarding the civil reforms done four years ago.

The classified(blue collar) were more truthful and unclassified(white collar) sugar coated their responses in fear of backlash from the organization and hence existing problem has to be researched by collecting data after formulating "Hypothesis" on the basis of experience and observation rather than historical research work.

So,Idea behind this article is well agreed upon for civil reforms done contemporarily(four years ago) and Empirical research work is the most apt one.
