When it comes to the questionable legality of some goods and services online, I agree with the responsibility part means responsibility to prevent access view, in order to justify my reasoning first let's discuss about pros and cons of authority to prevent entry view, well authority to prevent entry means censor the content at the time before it comes to it's inception like censorship is required for that, but the problem with this system is that you will need to scan all the data which is uploaded to the internet and then censor it, which means processing of tera bytes of data very single hour, another point is that how can someone define a protocol which is general for all, I means some content might be legal for some people and for some it is not, but if you are restricting it at entry level it will be bad for the market. Now if we have responsibility to prevent access, in this case we can define certain protocols and filter the audience over legality, but this one is also comes with it's cons, the drawback will be if the content is on internet people will use it illegally no matter what. for example: If we discuss the current scenario most of the people are involved in copyright infringement, the movies, game, or any original content is within hours of it's release is uploaded to torrent, so the implementation in this case will be the challenge.
