There is always an issue about how and when the network and environment should be designed. When should the network and environment be configured and designed? How can this be done before the all application requirements are known? Or can it? For example how can decisions about hardware requirements and workload be made before the volumes and efficiency are known? How do companies handle this dilemma? Who should be involved in environment and network design? What kind of expertise is required? Is this experience usually part of the project team? What should the project team do if there is limited experience even in-house?

The network and environment design should be ideally done after all the application requirements are known. This would help to design the optimal configurations that are best suited for an application.
If the application requirements are not fully known, we have to use predictions and forecasting of the exact requirements (Volume of data, bandwidth, availability, fault tolerance, etc). Based on experience in designing similar applications in the past, such predictions can be used to design the environment and network beforehand.
In a similar way, prior experience of implementing similar applications can be helpful to determine hardware requirements.
The design task should be handled by experienced designers, project leads and senior developers, who have relevant experience in design in this field. Usually, their will be members in the project team to handle design issues and requirements. If there is limited expeerience in-house, the project team should consider outsourcing the design problems to a third party consultancy having high relevant experience in design.
