The internal pH of vessel 1 remains unchanged, while the internal pH of vessel 2 decreases. This is because DNA (2,4-dinitrophenol) is hydrophobic in nature and it can readily cross cell membrane. It can carry hydrogen ions across the cell membrane from the heigher concentration (outside) to lower concentration (inside) thus, reducing the internal pH.
HCl cannot carry protons across the cell membrane thus, the pH remains unchanged in vessel 1.
