The significance of the "bicycle girl", the zombie rick encounters in both the first volume of the novel and the pilot of the television show is that she was first real big zombie to be appeared on the walking dead series and terrify Rick and leave an indelible mark on audience
She was looking for her lost children. She would have wanted rick to help her. However, rick said sorry and shoots at her head ending her misery. This showed a humanitarian approach. Her half body decayed over months was discovered in the park area. Rick has prepared himself and came back looking for her. He found pity on her and felt sympathetic of what has happened with her ending her misery by shooting her at her head.
She had sacrificed herself getting her exposed to the bite which made her zombie because she wanted her children to be at safe place and run away from that plot.
The scene depicts her sacrifice and love towards her children and her misery which could not have ended otherwise and Rick feeling sorry about what has happened with her.
The other things that could have been possible is that she was not intending to hurt rick but was in search of her children or the possibility that she was so weak and decayed that she could not have shown that energy to crawl towards Rick causing any harm. The episodes starts with the first Zombie that actually made impact on the audience and set the tone for the rest of the episodes.
