In my views, the financial incentives put forth by the Meaningful Use program/MACRA have been able to prompt physician participation due to the fear of subsequent payment reduction. Punitive measures or negative reinforcements usually tend to be more effective due o the degree of the risk factor associated with it. The positive reinforcements in this case are not that substantial. Hence the negative reinforcement has been more effective in getting the proactive and prompt physician participation.
