When on a tight budget the testing will have to be completed faster and resources would not be so much available for you. So you have to perform testing in a fast and efficient way. Thus there are some strategies so the we can test the program developed as much as possible on a tight budget.
1) Testing is the objective, identify critical areas to test first and then perform the testing.
2) Automate test cycles and choose part of code whose testing can be automated and test it. This can save a lot of time and effort.
3) Scripting is always good for testing, and many programmers can do that.
4) Open source tools are a advantage as they're free, so we need to use these tools which are good and open source also to test the program.
5) Continuous testing should be done for a program with building, deployment, sanity testing after deployment so that we can be sure that the application is running as expected.

In this way, the document will not consist of too technical texts.
