The concept of NET-NEUTRALITY allows for an open internet where individuals have equal access to content of all types. This means that internet service providers would be prohibited from creating tiered models where they could prioritize access to various types of content. Some internet access providers are not in favor of Net-Neutrality rules and would rather see an unregulated internet.

Net neutrality can be defined as the proverbial anti-discrimination law with regard to the internet. It is a principle of ensuring internet service providers provide equal importance and similar attitude towards all data streamed on the internet without subjective modification which may cause a disadvantage to certain data and owners of the data which subsequent advantage to others. All content whether distinguish or segregated on the basis of users, content, platforms, website, applications, attachments, a method of communication needs to be provided equal weightage. Internet service providers cannot interview and modify the access to a streaming of content buy deliberate interference resulting in blocking, slowing down or charging money for specific websites and online content. This principle is imposed through government legislation and policy and the regulations may be referred as common carrier regulations. It does not all absolute application and providers can apply the discretion for certain level of modification within the services by providing opt in and opt out services along with filtering by the end user personally.

Internet is an extremely vast congregation of unlimited resources and materials which has revolutionized every aspect of our lives and may continue to do so in the future through its ability to encourage innovation and promote the concept of the world without boundaries Universal resources to be pool together with extensive benefits extending to all involved which essentially means every citizen of the world. Any kind of discrimination employed to cause a disadvantage to any users would be detrimental to these concepts and only sir 2 38 further imbalances within the world on the basis of discrimination leading to unequal distribution of wealth and other resources. Regulation of the internet will prevent absolute commercialization with exploitation for profits leading to discrimination and disadvantage to the less privileged being unable to utilise the widespread access for promotion of their inventions and innovations or concrete innovators to access resources available in the form of extensive information and knowledge which can help them to create optimal inventions.

His view concerning the rule of the broadband providers for large Media company's is that they need to understand the importance of maintaining net neutrality and providing open access to the internet to every individual without exploiting the medium as a means for maximization of profit. Expects everyone to come together to promote absolute free and complete access to the internet. This also requires companies to maintain a high level of ethical standards by not misusing user information which can also create discrimination.

Imposition of basic rules he feels are most important for the common man who stands to benefit the most free and open access to the internet and all its resources along with all future generations.

It is a public policy issue because much more than impacting only certain businesses involved directly or indirectly with internet services and related segments it is the common man who is the end user of these services who tends to beat the maximum disadvantage due to restricted or discriminatory access.

I completely agree with Barry Dillers views but everything needs to be moderated and so also such applicable rules for ensuring discrimination is not practiced in providing access to an open internet facility. the rules for themselves not become so stringent as to result and discrimination themselves being caused due to the end users to the service providers fair and just to all, should be the major consideration while framing the rules.
