One of the challenges in cybersecurity is that by its nature cyberspace does not easily conform to traditional borders and lines of demarcation between foreign and domestic threats, military and criminal threats, or between defense and homeland security responsibilities. Recalling the paradigms discussed in Module 1, the approach taken to cybersecurity can influence the tools used. The United States policy has evolved from responding to threats to critical infrastructure to advanced cybercrime and considerations of cyberwarfare. The lines are thus blurred between DHS and DOD. This discussion gives you an opportunity to assess the lines. Consider the criminal legal authorities granted to DHS that are precluded to DOD. How do the intelligence agencies fit into the picture?

Discuss the strengths and weaknesses granted by the Memorandum of Understanding between the Department of Homeland Security and the Department of Defense on Cybersecurity. In addition, identify and explain what changes and improvements to the memorandum you would recommend to the Secretaries of these departments.

Cyberspace,Cybercrime and Cybersecurity does not have any physical boundires, A cyberattack on US citizen may occure from outside of USA or a cyberattack related to DoD can happen from US soil this case its hard for security agencies to prevent these attacks or bring perpetrators to justice therefore MoU like this is pretty important to tackel situation and conflict among security agencies.
Strenghts of Memorandum of understanding between the Department of Homeland Sequrity and the Department of Defense on Cybersecurity :------
i)This inter agency cooporation will improve efficiency,effectiveness.
i) they will assist each other with services,product,coordination,performance assistance and technical assitance.
iii) Creation of DoD intigrated cyber center(ICC) and coordination between Communications Intigration center(NCCIC).
iv)Monthly oversight meeting to see the implementation of MoU by Deputy Secretary of Homeland Security and the Deputy Secretary of Defense supported by the DHS Deputy Under Secretary, National Protection and Programs Direclorate (NPPD); the Principal Deputy Under Secretary of Defense for Policy and the Director of NSAlCommander, USCYBERCOM.
Cons :-----
i) No integrated chain of command , every senior official from both agencies are equal in post and both do not come under chain of command other agencies ,which will create problem in case of conflict.
ii) No dedicated Fund for logistic support both agencies have to provide fund separately.
iii) Performance rating of NSA official will be prepared by NSA, which will give liberty to these NSA official of their performance to implementation of MoU.
changes and improvements to the memorandum i would like recommend to the Secretaries of these departments is following:---
i)All the official who will work for ICC and NCCIC comes in an integrated chain of command.
ii)keep in mind theImportance of cybersecurity this ICC should head by director of DHS.
iii)Dedicated fund should be allocated for ICC NCCIC which will be helpful for new technology development and logistical support.
