You approach the City Council and offer to provide the same services that I provide, but at a 10% discount. The City, eager to save taxpayer money, immediately starts sending business to you.

I think this comes under intentional tort as it means actionable harm done to someone or property. In this case the harmed one is the provider who was providing service at the first place. If defence existed for this tort. Nobody could've been able to start a business.
