Req= Rbranch + R1
1/Rbranch=1/(R2)+1/(R3)+1/(R4)
For 60w power the Req=v*v/P=24*24/(60)=9.6 ohm
Rbranch= 0.6 ohm
1/(0.6)=1/(14)+(1/6)+(1/R4)
(1/R4)=1/(14)+(1/6)-1/(0.6=1/14
R4=14 ohm
