Education Reform is the process of changing the public education. Education is the main element of the success. Hence, the quality education can only be delivered by the quality teacher. The educational reform in the south Africa has changed to the Output based Education. When talk about the reformed in the developed countries it has the main focus on Human Capital construction whereas for the developing or under developed countries it has the focus on social reconstruction. But they are often incompatible with the reality of the classroom which weaken the education system.
Education as a Human Right
Right is the moral or legal entitlement to have or to do something which is correct. This leads to the happier society. Education is the needed for the development of the human resource of the country. If the elementary education level is low than the quality product such as students are also does not have the knowledge. They fail to do the simple things. The thinking ability, reasoning ability and technical ability would not be Sharpe. This leads to the declining the growth of the country and well as individual. It should be the right of every individual in the society irrespective of any discrimination. It leads to the development. Education reforms could be taken place by making the education a compulsory right to every individual. This is the basic step in the education rights. But it is not only the step of getting education. For the reformation, capital is required. so, the government needs to allocate more funds for the quality education. They have to hire the teachers. They should implement the technological aspect of teaching in the education process. This would consider of all the stakeholders rights as stakeholders either gets the benefits from the school as they invested their capital. Hence when the rights of the education are provided in the better way then the benefit would be ripe by the stakeholders.
Trade-off Involvement with Food Security:
A trade-off is the balance between two desirable but incompatible features. The food security of the company as a whole is not affected if the fair trade-off has been done while mobilising the funds. The food security would be maintained if the educated human resources are dealing with it. Hence the right of the education should be secured and reformation could be done time to time.

Generally in the private hand it may be treated as a commodity but it should not.
