Cyanide acts as an inhibitor. It inhibits the complex IV known as cytochrome oxidase that transfers the electrons to O2 during electron transport chain. Since, cyanide prevents oxygen consumption and there would be no ATP formation. The ATP synthesis requires elctron transport through oxygen. Hence, addition of cyanide results in no oxygen consumption, therefore no ATP formation.

Oligomycin is an antibiotic that inhibits the ATP synthase. ATP synthase is an important enzyme required for the synthesis of ATP. Inhibitor of ATP synthase, the oligomycin blocks ATP synthase and inhibits the formation of ATP by preventing the oxygen consumption. The ATP is not formed means no oxygen consumption and no electron transport.
