the right-hand rule says that there is a magnetic field that goes around a current carrying wire. so if the current is moving to the right in that picture, then the magnetic field would be curling out from the top of the page and going into the bottom of the page...if that makes any sense. You know, if you point your right thumb in the direction of the field then the way your fingers curl is the direction of the magnetic field. If one of the wires has no current, then it wouldn't have any magnetic field either. So...
