(a) It is fitting that agencies and programs report on what they have actually achieved.
Agree - Emphasis on Accountability is based on a person or department’s responsibility towards tasks or activities that has to be achieved. The reports are a form of communication through which the department’s achievements are actually measured and reported to the concerned authorities. They are a measure of what is actually achieved and what is not.
(b) Having agreed upon standards for accomplishment is expected to promote collaboration among staff in the agency. When staff agree about what they aim to do and take joint responsibility for doing it, they may be more likely to develop an organizational culture of enterprise and responsibility.
Disagree- The agreed upon standards for accomplishment is not the only factor to promote collaboration among the staffs in the agency. Factors such as good leadership, support for employees, commitment, employee involvement, knowledge on the process etc promote collaboration. Even though the staffs have common goals and take joint responsibility for achieving those tasks, it is less likely that the concept of emphasis on accountability is maintained. These factors alone do not contribute to developing the organizational culture and responsibility.
(c)Result-based accountability diminishes the need for centralized micromanagement and rigid rules.
Agree- Absolutely. Management by results is the best option to diminish centralized micromanagement and rigid rules. Result-based accountability (RBA) ensures that the programs hold responsibility for adhering to rules. This enables to respond to a wide variety of emergency issues and needs.
(d) Agencies have come to accept accountability demands as a way to restore public confidence in their work.
Agree- Yes, the agencies accept the accountability demands of the society to restore public confidence in their work. This can be showcased through accepting the demands of the public through concepts such as Corporate Social Responsibility.
