according to me i would first investigate the case.
since it was likely to more possible that lewiston was guilty because first of all he was alone from 1998 and needed a partner and he was in a cooperative relation shipwith gilbury.
but if it is not true the i would punish a not guilty person hence i should investigate this first and give decision according to it.
