This case is all about the following a standards across the departments.Department of Marketing , where people are not ready concise on common policy .Because of that they dont have coordination , lack of mismanagement & that is affecting on departments progress

2) Carl is chair person of Marketing department, Washington she is in favor of policy
3) Policy is about using the graduate assistance for help.

Analysis :
Here the case revolves around the
Management control : Management needs to be maintain a strict control on the task , performance of employee. When employees are not agreeing on commin aspects , then this role of management to involve & get solved
Employee support : This is common observation that employees are having different thinking styles , still there needs to be common goal congruence which is important for organizations effective performance.
Carls role in policy formulation : Being leader of the department its role of Carl to implement the policy in very systematic way. Because this formulation leads to successful results.
Washington support for policy :Here Washington alone is agree on the policy issues but others are not so the issues is moving ahead.
