Theoretically shall issue will reduce the number of crime but actually voilent crime will reduce and non-voilent crime will increase. Like criminal will prefer to car thief then burglar.Overall crime will not get reduced, just change in category

In shall issue law permit criteria can be made strict so that criminals will not be able to get gun but they can get from licensed user either by theif or buying their gun. Number of accident with guns will get increased like suicides , accidents etc. In order this will help in one way but in other manner it will harm the society
