Some people and organizations believe that the discussion of controllable and uncontrollable events is distracting in the sense that it encourages finger-pointing and an excessive preoccupation with assigning blame. I believe that finger pointing in the middle of trying to identify a solution is pointless. When a team is assigned the task of coming up with solutions, brainstorming what could work, what was done and did not work and assess why certain ideas were turned down completely is the only way to get a good list of what to do next.

As organizations move away from assessing and rewarding controllable performance, evaluations will be more complex. Performance evaluations should be clear. People can understand what they are responsible for when it comes to controllable duties and responsibilities. Performance measurements that affect uncontrollable situations like the number of transactions that were contractors that complete tasks can cause tension amongst the different types of employees. An example is my job duties as a facilities coordinator. I have no control over how fast my Office of Operations keys in work orders I create into their requisition system. My job is to make sure I get the work orders submitted by this groups’s deadline but if the group doesn’t the contract awarded by September 30 then I have some explaining to do to my Agency head. I think this is extremely unfair to me to have a piece of my evaluation be based on the number of contracted tasks are completed within the estimated timely frame sent by specialist.
