A work breakdown structure can be seen as a chart whereby the different critical work elements which are termed as tasks or a certain project are described to explain the relationships with each other and with the project as a whole.
A work breakdown structure can be treated as a vital project deliverable which organizes the work of a team into different easily manageable sections. As per Project Management Body of Knowledge (PMBOK), work breakdown structure is defined as a "deliverable-oriented hierarchical decomposition of the work to be executed by the project team."
Responsibility assignment matrix (RAM), is also popularly known as RACI matrix or linear responsibility chart (LRC). It is mainly used to explain the participation by different types of roles in fulfilling the different activities or deliverables for a project or business process. A Responsibility Matrix is used to define who in the organization is responsible for individual work elements and deliverables.
A Responsibility Assignment Matrix (RAM) uses the Work Breakdown Structure (WBS) and the organizational structure to link deliverables and/or activities to resources. The RAM provides a realistic picture of the resources needed and can identify if you have enough resources for the project. Additionally, it clearly shows who is responsible for what; if it is associated with the schedule it can identify when the deliverable is needed. By creating a RAM; deliverables are assigned a responsible party, who will review or add input and the appropriate approval authority is identified.
