a. Rapid Transit's business practice is permissible under Alvares and FLSA.
b. In my opinion, Rapid Transit's business practice is ethical only. The reason is it is governed by the rules and regulation of the government. But the difficulties faced by the drivers during shift change must to taken into consideration and take necessary steps to rectify the same.
c. I hope it is misprinted as employer instead of employees. Generally employees requires the change of shift especially in the profession of a driver. The reason is it helps in the balance between the personal and professional life. The government intervention into the free market is welcoming, since it offers protection and minimum benefits that an employer to be giving to their employees.
