Rouge Ville is a small town in Eastern Manitoba with a population of three thousand people. It's mainly a farming town and was hit hard two years ago with flooding. This has created financial hardship on the town citizens.
There is a community center in the town that serves the community children and yang adult. There is a gymnasium, a small library with five computers that have internet access via satellite, and a recreational center where the town can host events to keep the towns people connected.
Many citizens usually volunteer time and money for any addional replacements or refinements made to the community center or equipment since the Manitoba government paid for the initial furbishment. The town will not qualify for any new assistance from the government since they provided relief to homeowners during the most recent flood disaster.
The Center's fund is almost depleted( a mere balance of $7,355) since the fund provided assistance and relief to many families during the flood disaster. Luckly, the town received funding from the government's flood disaster program to assist the citizens with residential damage, all citizen's homes are fixed.
At the last community center meeting, it was reported that the computers require new operating systems as the ones installed are no longer supportive of most internet functions (in fact new computers would be ideal), the library needs a new version of the children and yang adutts books as the existing ones are uoutdated and need upgrading. Besides that, the gymnasium needs new equipment as the existing equipment is also outdated. The equipment requiring replacement is three treadmills, one volleyball net for the main gym, a complete new set of volleyball, basketball, and floor hockey equipment, and outdoor soccer nets.

As it is very clear that the town will not receive any grant for solving the issues it is facing now related to the upgradtaion of amenities and facilities for the people of the town hence it would have to be taken care of by the citizens of the town themselves collectively.
However how to handle the situation and raise funds to solve the issues can be proposed through this writing.
At first the citiznes leaders would need to identify what are the major talents that the people of the twon are possessing. On the basis of these talents the problems will be solved, It could be possible that the coordination and managemnet skills of the people are excellent as it has been provided that the town had recreation facility to connect the citiznes altogether with each other. Hence it could be percevie that people know each other are deliberate to provide help, serve for development of the community. Thus in this regard, the followings could be follwed step by step-
1) In a meeting appoint effeicinet leaders who are well knwolegable of the inside out of the town, have networks outside of the town, know people of the communty well and can make coordination good in between people.
2) These leaders will be responsibble to identify what their community can do best. For example perhaps the citizens are good at growing exotic spices, flowers, herbs, medicines etc. as it is mentioned that the town in primarily farming town. Lets assume people have talent for grwoing exotic herbs, spices, making handcrafts etc. All these talenst can be use to organize a three-five day fest in the town which would invite people from outside to have experience what the town is having, purchase from them.
3) Leaders will then haveto make few teams. A team for collecting herbs and its pacakaging, a team to take care of handocrafts that the women and citiznes can make and their decorations. A team to set up the prices of each herb.spic/ craft etc. A team to bring materials (from homes or grounds or from waste materials) in order to do packaging. A team to do promotion to outside and nearby areas. A team for logistic etc. the leaders will make coordination among all teams.
4) then tasks should be assigned to each team leader and the team leaders will be responisble for the working of their respective teams. Deadlines houldbe given, support and resources should be provided from citizens with as much as they can.
5) Lastly the fest should be conducted and the leaders will distribute themselves in various areas to have manage the financial transactions and regulation as well.
The funds that were then collected can be used to resolve the computer, book, and equipment issues faced by the town of Rouge Ville
