My post
Being a US citizen, I abide by the Foreign Corrupt Practice Act that prohibits me from making bribe in the other nations also. But there is an amendment on the year 1988 that clarified the role of facilitating or greasing payment in FCPA. As per this clarification, a bribe is not unlawful is it is used to facilitate or expedite the work and save time. Here, facilitating payment is given to the party person or officials so that time and resources are saved. Besides, it should not affect the final outcome of the decision. Precisely, it should follow the conditions as follows. Such payments should meet the following conditions to be unlawful:
It should not affect the final outcome.
It is used to expedite the routine work.
It is done for the work of non-discretionary nature
It does not affect the decisions made by the people or party in favor of the company.
In the given case, tip is being demanded by the official to clear the goods for pickup. It is a routine work and non-discretionary in nature. If the tip is given to the person, then quick processing of the clearance will take place. It will prevent any delay in the work of distribution that is assigned to me. Besides, local laws allow bribery and it will not be unethical in this country, because I am not going to take any unlawful work or any undue favor from the official. So, In the light of it, I would like to give the tip as facilitating payment as it neither violates the local laws nor the provisions of FCPA. As a result, it will save time and expedite the process to continue the business. The value of saved time and work dedicated towards the distribution are more valued than the tip given to the person.

Thank you for your answer. Do you beleive that there are some absolute ethical standards that apply to all cultures, such as murder? How can we decide which behaviors are universially ethical?

Yes , in my view there are some absolute ethical standards. Murder can be classified under moral realism . Even , every culture will question it whether murder is right or wrong for human being and society. So , one can claim that it will be against the human's natural death. In my view , every thing which shapes global behavior, norms and attitude of people will be classified under universal ethics. For example: Each countries and their people are striving for collection of wealth and physical facilities but they lack true relations into their family and society. Universal ethics means which commonly applies to every human beings. For example: Every employers will seek true and honest employees. Here , honesty is common so it will comes under universal ethics.
