Ferguson*

The tragedy that occurred in Ferguson in 2014 showed the true chaotic nature in public administration and intergovernmental relations in our country. At every level of government, a decision had to be made in tandem with its counterparts. The city manager had to make decisions with the police department, & the police department had to work with the U.S. Military Forces. Safety looked different from each of these points of view, yet the combination of them reacting together contributed to the public upset in that moment. Leaders involved, including the Mayor, City Manager, Police Chief, and Military Commanders had decisions that were not made in succinct with one another as they should have been. Military presence during riots, as discussed in the video by Senator McCaskill, caused more upset to the peaceful protestors. The military did not honor the people's right to protest. It was as if the quick reaction needed turned into a panic and each governmental entity took with what they knew of policies and ran with those decisions, to clean up later.

Sounds much like a GARBAGE CAN MODEL way of operating. Understandably, had I been in the city manager's shoes, I would have taken time during the turmoil to find a rational approach that at foundation respected human rights and the public's constitutional rights. I would have undertook more satisficing by going under the fire to make decisions that are in public's best interest, such as making the call to have the body moved right away. If there be a sanction to that then so be it, but the public's needs should come first. There shouldn't be conditions to when and where a person's constitutional rights are to be upheld. The contributions of intergovernmental relations in Ferguson, in local and municipal practices that are important to note.

Prior to the tragedy, as discussed in the video, the police department and municipal court systems held citizens almost captive with a cycle of expensive traffic citations, warrants, and jailtime. In this video, aspiring journalist Bradley described this "Hamster Wheel" and or "Debtor's Prison" as it was also referred to. Yes, the municipal and local officers worked together to carry out services, but was it for the greater good? Federalism has benefits and disadvantages, but in crisis like Ferguson the quick decision making and reactivity of the military took away constitutional freedoms that it was structured to protect. In a positive way. Committees such as the I Heart Ferguson discussed in the video used funds to aid in the rebuilding of local businesses and homes that were destroyed in the riot since the damage isn't covered under ordinary insurance policies. It's baby steps like this, a form of incrementalizing in policies in municipal government and public police departments, that perhaps will eventually have the best impact in Ferguson.

Explanation / Answer

Yes, I do agree that Ferguson tragedy has shown a bad picture of Public relations and inter-governmental relations of the country. The way the decisions have been made has not given consideration to people right’s and needs as safety perspective is different for all but their combined reaction to people has made them upset and disturbed the peaceful protests which are the rights of a citizen. Governmental entities should look much deeper into the issues as well as on the public sensitivity of the issue rather just following the policies and making quick decisions.

I agree with the author, if I had been in the shoes of the city manager, I have taken a rational approach which is in favour public constitutional and fundamental rights and make decision in public interest not in a hurry.

Also, I would have recommended to the government to take action on helping the citizens with resources to rebuild their home and properties which they have lost in the riots which is done at that time by the committees.
