Explanation / Answer

As per the articles of confederation, the central government was powerless, weak and unable to pass and enforce regulations and or guidelines upon states that were against their interests. To eliminate these problems, a constitutional convention was organized. It gave specific powers to the government as well as the US constitution that implies that its guidelines will supersede the state policy in the condition of contradiction.

Under the article of confederation, the national government could not pass the laws if it was against the interest of the state. For example, the national government had promised to British colonies that Americans will pay their debt. But, many states blocked this move and the government faced litigations. But, after the formation of the US constitution, legislative branch could create laws that were applicable to all the states. Besides, the national government could build international relations with other countries rather states.

Under the article of confederation, the national government could not regulate the trade that was against the interest of the USA and its people due to its lack of authority. States were taking decisions and applying their own duties on these overseas products. But, after the convention, the US government was given the power to regulate the trade that were applicable to all the states.

Further, national government were unable to break the deadlock in international relations due to conflicting interests of the states under the articles of confederation. For example, New Orleans owned by the Spanish government barred the American ships to enter into Mississippi river and national government could do much. But, US constitution gave supreme power to the government to build, negotiate and maintain the international relations that are in the best interest of the country and states have to follow it.
