Ans. There are multiple ways by which we can explain this concept.

First, AFL chooses worst records team over new because AFL knew that this team has a capability to play at an international level as they sort of have some experience whereas the new team will be clueless about the situation.

Second, they didn't have to invest time, money and resources in the search for a new team as they already have a team who can perform.

The unintended consequences of this are that the new talent is demotivated and is not able to show his talent to the world.

Similarly, the other new people who are talented enough but due to this approach they are not able to pursue their talent and lost doing something else. This not only vanishes the talent of the country plus also drop down the image of the county.
